Well yes, but there's something called calmly warning a five year old girl that she isn't supposed to be doing this, not slapping her with an £150 fine and traumatising her
The fine wasn't given to the child - what part of that don't people get. It's just a headline.

Be that as it may they can warn people instead ****ing giving them a big expense to pay
It's been reversed now so they obviously see that they've done something wrong anyhoo
