He wouldn't be dead if that policeman wasnt being filmed..

To be fair you're probably not wrong, I think it's a bit of both. I'm not convinced he would still be alive either way, but certainly in the second video I saw of it (where George is quite clearly already dead, but it continues) I felt that they were making a point to those observing and filming more than anything else.
