this is true to a certain extent. You can't for example just shoot and kill a maintenance man, you have to confirm that the person has intent to cause harm. Someone from the police climbed up on to the roof and confirmed it was a shooter but didn't have his weapon ready (very strange) He had to duck for cover to protect himself

Once you see a guy with a rifle on the roof, its a different ball game of course.

My thoughts are, rather than sending an officer up to climb the roof, why didnt they simply send a drone up. Thats what i find a bit odd. A simple drone circling above the event should have spotted it instantly and allowed the secret service to provide cover for Trump

Seems like those reports were false (unsurprisingly as it doesn't seem very likely). The source was basically one Reddit claim and a guy who incorrectly posted an old video of Trump golfing
