The way that I saw it is that he mad an ill judged joke on the assumption that JoJo would be thick skinned enough to take it and probably give it back as a bit of fun smack talking, but when JoJo crumbled he thought **** it and doubled down.

I actually do not think he is homophobic or transphobic at all.. He seems very liberal to me, in all honesty, but just '90s liberal' and not modern 'woke liberal'.

He just tried to joke like it was the 90s still and quickly found out that doesn't work on mainstream telly any more, especially among those that do understand the medium and the BB audience base..

He pushed boundaries enough that it would've gone over better in the US, regardless of time period. Freedom of Expression for most takes first place in social spaces here. Ill-judged or not, people give each other a little bit more grace to "be who they are" and so some people are really accustomed to being able to say whatever comes to mind and not immediately be brought up on it... where I think he might've created a problem is in announcing who he would or wouldn't evict... some might take that as a challenge
