For lack of a better word, a person who uses cruel behaviour for their own entertainment is a bully.

He takes pride from saying nasty things to people and trying to exert his 'dominance' over people, he comes across as though he could be quite intimidating and he's obviously quite aggressive, the way he speaks to people and the things he says are awful
