I completely agree, the word 'bully' has become almost taboo on forums for some reason but I don't really know why, bullies aren't
that uncommon.
If I saw a child use the exact same behaviour in a playground, I would use the same word to define their behaviour. Just because he's an adult and he should know better, it doesn't change anything really. To me anyway.
