That isn't "laying his hand on the side of her neck" he quite clearly grabs it from the front and if you watch her reaction, she looks at him and then pulls away when he tries to hug her after. She most likely felt uncomfortable with this and I honestly can't imagine knowing anybody who would do this even as a joke

While I don't think it was anything
really bad in this instance, it could absolutely lead to that in the future and it's obvious he has potential to be aggressive because he's so passive aggressive towards women (especially Sarah and Ali) when he speaks. If he does this in front of cameras then imagine what he could do when he's not
