Ruling aside, it still depends on the indivdual. Of course you have to make a ruling but there is no getting around the fact that it's down to the person.

And 21 is just fucking insane. I'm sorry, but it really is. The thought of two consenting 20 year olds breaking the law by having sex disturbs me greatly.
