Well, there's two reasons I said that, first the baby was crying so much it was obviously distressed about something, most babies only cry if they're tired, hungry or need changing. Secondly, as with pubs I think restaurants should have a cut off point in the evening for children under a certain age (for the benefit of it's other customers)
