It comes down to parenting at the end of the day, some people just let their kids do whatever they want cos it's to much effort to keep them in line. There's absolutely no consideration for the other people in the restaurant, parents should be teaching their kids how to behave in restaurants and if they can't be bothered then they shouldn't bring them. Hmm, I don't know about the baby should be asleep at 10PM as babies have a very different sleeping pattern. But still they should have taken the baby to another part of the building and tried to stop it from crying in respect to the other diners.
Unfortunately about 40% of the British population haven't got any dining or social etiquette.
