If Cherie meant that alot of these countries have lack of support and crimes aren't taken as seriously in these places , in fact some of these places treat women poorly and they have no rights .
And people behave like there's no rules or consequences for their actions, rape and murder and other crimes are more frequent in these third world countries but that doesn't mean every African man is a rapist .And not every African woman will be raped. We know a big epidemic in Africa is AIDS , education & medical care is minimal over there . There's more awareness now of the disease but its still a problem.
