I also think Trump is (as usual) confused about the entire situation and how it works. As far as I understand it, City Mayors in large US cities have FAR more power / authority than is the case here. He's assessing Khan as though he has the executive power of a US city mayor, which does include quite a bit of sway with things like by-laws and policing, when that just is not the case with the Mayor of London.
