A wall of brick or mortar will never be effective because the US/Mexico border is too big to man a wall properly. They don't even have enough money to build any form of substantial barrier across the entire border so good luck with that little fantasy.

It doesn't necessarily need to stretch across the entire border, but if it blocks off the main routes, it should be effective enough. Maybe it could be electrified or have some kind of barbed wire and anti-climb paint.
