why not a sort of toll section at the wall, make money out of them if they insist on visiting the US and only make them visit on tourist passports not work visa's

i've seen on border security, with tourist visa's/passports you cannot work in that country you visit, for work you need an extra working visa for a specific number of days so they can just revoke working rights, that should stop them from living in US but still good for tourism income for US
