Second part, eh idk it's not like the cops were trying to hurt / run over people, just get through the mob that were protesting kinda horridly (some of them at least). The originally parked cop car did accelerate pretty fast (but then slammed the brake right after tbf). The cops both def should've just backed up and found another road to get through tho, that would've been the obvious course of action to take.
