Immediately stop what you're doing on the phone, give him no reaction whatsoever (ruin his online fun), call the police and tell them you're calling to report being harassed by a cyclist with a camera who seems to be trying to make online content and you feel unsafe. Say he's now ridden off and you just want the incident recorded - not to take it further.

If he does still report to the police, tell them that you were on the phone reporting the harrassment, you weren't using the phone previously, that he had been following the car and seemed to be trying to deliberately get a reaction for his online content.

Watch him try to deny it when he's got hundreds of videos with thousands of views online .

At the very least you'll introduce some plausible deniability AND perhaps make him think twice about his... err... "job".
