Yeah you are right but JJ is fully aware of the fact the he could be leading her on and he doesn't know what to do, I think (imo of course) he is wrestling with the dilemma of which would be worse, to carry on the way they've always acted before he knew she fancied him or stop it and risk embarrassing her and making her feel awkward.
