But in london no. At my old school muggers used to wait outside the gates ready to mug people. The school had a tunnel going under the road and made people who walked home go under the road and come out of a secret exit and change into own clothes first. Used to scare the s**t out of me.

Just goes to show that grim penalties are an effective deterrent. Over here we send our thugs and criminals on holidays and give them counselling to get over the "trauma" of their childhoods on which they blame everyone but themselves, as if they are moronic automatons with no free will.
Meanwhile, safe in the knowledge that the law will protect their rights over their victims', they are free to prey on the public.
To answer the OP's question, however, no I don't feel safe when I'm out and about - I live in South East London, so nuff said. But I don't let fear stop me from doing what I want, I just take extra precautions.
