I found Saints Row boring and a backwards step, it's like it would of been fun and acceptable in like 2006 but SR2 came out in a time were gaming was advancing alot and it just looked really odd that a game that was pretty much San Andreas - was out on the market.
Although I'd agree kind of that SR2 was more fun than GTA IV.
Grand Theft Auto 4 was outstanding and amazing when I first got it - but after a while it did die and it became nothing more than a boring gritty depressing game, even the graphics weren't as amazing once Red Dead Redemption came out.
That's why I prefer Gay Tony - far more things to do and it's much more lively but even at that - nowhere near as fun as Vice City or San Andreas.
GTA V needs to return to the way the games use to be.
Ideal;
Having it set in a new Vice City with San Andreas' game play.

GTA4 just wasn't GTA to me. It was boring. I want the bat**** craziness of the older games and Saints Row has that in spades.
