But when it's happening over and over again, why should she have to go another way? That makes no sense.

If she was kicking up a fuss over one incident, fair enough, but every day? That's harassment.

Nah I don't think she should feel like she has to alternate her route to avoid potentially oppressive situations. You can pretty much read what Niamh said verbatim for my opinion.

As for calling the cops, if tomorrow she doesn't get any hastle she might argue it was worth it. Personally an anonymous phone call complaint to the contractors head office first might have solved it (she did both at the same time) but she had this problem for a month. I imagine she would have been pretty angry.
