Well you're actually wrong there. Fat isn't an objective term. It's very much subjective, based on the body types you're surrounded with. Overweight has a strict definition, Obese has a definition but fat does not. I don't think I'd call either of the two fat myself, at most a bit chubby, but fat doesn't come with guidelines. It is an opinion.
