Yes, rape can be committed by any gender.

But this story is utterly ridiculous.. why anyone would walk along with their dick out and then fall on a woman right into her vagina (inferring she would be in the nude too) is stupid.. the odds are near zero.

Ummm I get what you're saying but this is a little bit misleading. It's pretty well established that the rape conviction rate compared to the report or even arrest rate is shockingly low... And that in many of those cases guilty people will be walking free. It's a crime that, in the absence of injury or confession, can be very very difficult to prove. Obviously there are many reasons for that, and they don't have immediately apparent solutions, but it is nonetheless a major flaw in the justice system and hardly "on the strength of one story".
