If John really felt there was only one option left then he should have gone to the DR to express his views, it's not his place to tell a HM they "have to leave", he has no authority to do that, so I do think his intention was to lay down his marker as head of house and in so doing he did try to bully her into making a snap decision to leave by making her feel the whole house wanted her gone.
