Only Bear himself knows what his intentions were, there's not much point in anyone else saying it was this or that when it's just guesses based on whether you are choosing to see him in a positive/negative light. He did also make a point of saying that he wants to see Chloe on the outside, so it's not like he just had his fun and isn't interested anymore.
