In the same conversations he's acknowledging that LGBT people now have those rights, despite how Ann has voted. Kinda like how he said "if Ann had her way, you wouldn't have a marriage" - he's acknowledging that the law has been passed.

When he talks about gay rights in general, it's clear he's talking about the place where he grew up (Australia), the USA, and plenty of other countries.
