Police will be encouraged to disclose the ethnicity and nationality of suspects charged in high-profile and sensitive investigations under new guidance, the National Police Chiefs' Council (NPCC) says.
It is hoped the change will reduce the risk to public safety where there are high levels of misinformation about an incident or in cases of significant public interest.
Decisions on releasing such information will remain with police forces, with wider legal and ethical considerations also considered, the NPCC added.
It comes after a series of high-profile cases including that of two men, reported to be Afghan asylum seekers, charged over the alleged rape of a 12-year-old in Warwickshire.

A man told two 14-year-old girls eating pizza in a town centre that he "wanted to have a baby with them" and tried to kiss them, a court heard.
Hadush Kebatu, from Ethiopia, allegedly propositioned the teenagers "without any encouragement" after accepting an offer of food from them in Epping, Essex, on 7 July.
Allegations of the incident led to a wave of anti-immigration protests and counter-demonstrations outside The Bell Hotel, where Mr Kebatu was staying as an asylum seeker.
He denies sexual assault, inciting a girl to engage in sexual activity, and harassment without violence.
In court, Mr Kebatu gave his date of birth as December 1986, making him 38, but court records have suggested he is 41.
Prosecutor Stuart Cowen said Mr Kebatu recently arrived in the UK and the case had "attracted quite a lot of publicity because of the defendant's personal circumstances".

Opening the trial, Mr Cowen said the defendant approached the girls, who were sitting on a bench eating pizza, and made "inappropriate comments".
"It is the Crown's case he said he wanted to have a baby with each of them and attempted to kiss them," Mr Cowen said.
"He invited them back to The Bell Hotel where he was a resident, having recently arrived in the UK."
Having been rejected and told the girls were 14, Mr Kebatu responded "age did not matter", Mr Cowen said.
He said the girls left the area but were approached by the asylum seeker the following day.
On this occasion, it was alleged one of the teenagers was wearing her school uniform.
Mr Cowen said she became uncomfortable and when a male friend intervened, Mr Kebatu asked them to kiss before later placing his hand on her thigh.
"She will tell the court that while the defendant was behaving in this way, he appeared to have an erection," the prosecutor added.
In an interview with police, played to the court, one of the girls said Mr Kebatu "kept leaning in, pouting his lips" at her, adding "he was really eager for a kiss".
"[He said] if I come back to the hotel with him we can make babies," she alleged.
Asked how it made her feel, the girl told an officer: "I couldn't really move, it just shocked me. I didn't know what to do. My mind went blank.
"I felt sick to my stomach. I didn't think a fully grown man would think it was OK to do that."

Judge Christopher Williams was also told a woman asked if Mr Kebatu needed help, but, shortly afterwards, he "sexually assaulted her by putting his hand on her leg" and trying to kiss her.
Police officers were called and arrested Mr Kebatu nearby, the court was told.
Molly Dyas, defending, said the asylum seeker denied all allegations made against him, but accepted being in the town centre at the time.
On 19 August, Epping Forest District Council secured a High Court victory temporarily blocking the venue from housing asylum seekers.
The trial, expected to conclude on Wednesday, continues.

100s of hotels have been running illigally that is why they amd many others will be shut down.

Its all down to the c1 licence, which means the building is listed as a hotel open to the public. These hotels should have obtained a c3 licence which means the building is listed as a residential building. Each and everyone one of them kept the c1 licence, kept the public out, and kept the higher rate of tax money they illegally dodged paying for the c3 licence, firmly in their already inflated pockets.

It will be interesting to see if they have to pay anything back.


We can thank YouTubers like AY Audits for highlighting this issue into the public domain. His non arrests for trespassing was all of the hotels he visited, downfall. A C3 residential licence would have turned his presence there into a criminal one.

I don't disagree in principal, but the public want to at least FEEL like they are being looked after by their government, during covid Furlough gave us that feeling as did the money the Tories spent on topping up peoples electricity bills, its all about optics, the current optics are terrible, the UK is one of the only countries in Europe to put illegals up in hotels, while people are struggling to keep everything together even while working all the hours God sends, there is a suspicion as well that they are feathering hotel owners pockets with tax payer cash, meanwhile we hear with Pat McFadden movingt to the DWP welfare will be targetted again. I dont think people would care that much about men coming on boats if they weren't hanging around town centres, they are just far too visible and an easy target :shrug:

I don't disagree in principal, but the public want to at least FEEL like they are being looked after by their government, during covid Furlough gave us that feeling as did the money the Tories spent on topping up peoples electricity bills, its all about optics, the current optics are terrible, the UK is one of the only countries in Europe to put illegals up in hotels, while people are struggling to keep everything together even while working all the hours God sends, there is a suspicion as well that they are feathering hotel owners pockets with tax payer cash, meanwhile we hear with Pat McFadden movingt to the DWP welfare will be targetted again. An anti-migrant protester who filmed himself at recent demonstrations and called for the “protection of women and children” has been unmasked as a convicted paedophile.

Anthony Styles, 59, had shared videos to his YouTube channel AJ Audits of himself outside asylum seeker hotels in London and Epping, amassing thousands of subscribers to his channel.

In several of his recordings, he interviewed fellow protesters who described migrants as sexual predators who made local children feel unsafe, as well as linking them to grooming gangs.

However, it has now been revealed that Styles has previously served more than four years behind bars after being convicted in 2017 of indecently assaulting a girl under the age of 14.

The YouTuber had also admitted to sexually assaulting a 17-year-old girl and possessing hundreds of indecent images of children five years previously, and had received a three-year community order.

He has also been placed on the sex offenders register for life and has been handed an indefinite Sexual Harm Prevention Order.

The most serious offence took place in Blackpool in 1993, after he sexually abused a girl as she sat on his knee after school. He was not convicted until more than 20 years after the incident, with his victim, who cannot be named for legal reasons, stating that she had been psychologically affected by the assault.

“The victim was in the habit of coming back to the flats after school. It is on one of those occasions, when she was in the defendant’s sole company in her school uniform, sitting on his knee, as the defendant watched TV,” Judge Robert Altham said during the case in 2017, according to the Blackpool Gazette.

“He only ceased from this conduct when his partner was coming in, at which stage he got up. Nothing was said at the time, but she subsequently raised it with her, and he made an admission of sorts.

“At the time, he passed it off as accidental touching. But in his trial, Styles denied the events ever took place. She has described that this incident has had a significant effect on her.”

Styles, who uses a wheelchair due to a degenerative illness, had kept his convictions hidden from fellow far-right activists when attending rallies and demonstrations.

They were uncovered by the campaign group Stand Up To Racism, who spotted his name printed on a fake press pass that he had created over summer.

In recent days, he has been kicked out of various private groups and has been ostracised from the anti-migrant protest movement, with posts on Facebook calling for him to be shunned.

In one post, a fellow protester wrote: “I want to make it known that this streamer, AJ Audits, is not welcome at any of Norwich’s future demos.This man, named Anthony Styles, is a convicted child sex offender. Found with over 300 indecent images of children, sexually assaulting an 11-year-old, and also an upset 17-year-old, this man is NOT to be around near children, nor survivors.”

Lewis Nielsen, a Stand Up to Racism anti-fascist officer, told The Times: “These revelations show the far right have never cared about women’s rights, they’ve been harbouring convicted offenders in their midst.

“The hypocrisy is off the charts. This man has claimed to be protecting women and girls while hiding his own convictions.”
