I assume the "B&B" nature of the scheme includes food?

Yes, but it's for the lonely people who don't have much in the way of visitors and people looking out for them. There'll be a lot less patients outside of the OAP age range.

I imagine anyone in great need of constant medical attention would qualify to remain in a bed in hospital. This is for those who need a little time to recuperate, live isolated lives but are otherwise fine to be out of hospital.
