 Well, if you was part of a big safe powerful clique (under Chairman Fey) and all of a sudden that is gone and scattered, you would def feeling vulnerable so I do agree Tejah is feeling that.
Which is why she is desperately trying to rebuild it by othering that small group of three (really just two... Carol and Nancy) once more by trying to unify the house against and on pushing Carol and Nancy out again.
It's not that they Carol and Nancy have more power than her, it's just that she feels threatened by them having any power at all.
