They CAN, I'd even say that it's usually a better way of getting the point across because these days, getting sweary and aggressive isn't noticeable, it's just standard internetting and anyone wanting real debate is going to say "meh, next"... but I don't think it's a requirement... people can use whatever language they want so long as they're not being directly abusive. Assessing the audience they want and how seriously they want to be taken is down to the individual. Maybe sometimes it's cathartic to rage into the abyss even if you know it isn't effective. But at this point, "fuck the Tories and eat the rich" may as well be automatically generated text when browsing twitter which, as you say, makes it easy to ignore; even when they're talking about specific things which deserve to be called out.

I can't disagree with the latter part, if someone did an investigation and discovered that 95% of Twitter is actually just bots arguing with each other into infinity, I wouldn't really be shocked.
