"The monarch" doesn't rule over anything at all, not even England, in any way, let alone the other commonwealth/ex-empire nations. We have a symbolic monarchy, not an active one. You do understand that, right? The UK is ruled by a gaggle of Eton toffs headed up by a scraggy-haired snake oil salesman, The Queen has absolutely no real power of any kind (other than being an exceptionally wealthy lady; but the Royals don't even leverage that power the way other wealthy people do).

I can say Liz rules over Britain for all I care, it doesn’t mean I see her as some sort of dictator ordering Boris what to do.

And she is not just ‘an exceptionally wealthy lady’; she can declare war, appoint Lords (who debate and approve the bills of the commons), and eventually she approves the bills of parliament into law., all of which affect your life and my life.
