TBF as a basic "good practice" rule of thumb, if you wouldn't have space to overtake a full-sized vehicle, you shouldn't overtake a cyclist (or micro-car, scooter, whatever) either... you should "act like" they're a full-sized vehicle. If a nitpicky coppa sees you overtake a small vehicle and not leaving "full lane width" you're likely to get pulled over. Dependent of course on if the police car in question can be arsed at the time. But that's a bit of a roulette.
