I think they would of if Shirlena's problems didn't come to light but if they promised better care for the contestants and something happened to one of the youngest contestants they'd never recover from it. If she didn't pass the psych tests and stuff like that but she was still put through Syco would be given hell over it.
If there was any real danger of Cher breaking down or not being able to hack it then they wouldn't have put her through if the signs were there to begin with.
