I remember talking to someone in Japan who mentioned how much they loved Halloween but that they didn't really celebrate it there nor trick or treat. That kinda sucks.

You usually have to go to certain subdivisions here though to see large amounts of trick or treaters. A lot of people don't want to be outside in the humidity too long in neighborhoods where candy was hard to find. I wouldn't really know. I rarely went to neighborhoods because my grandmother took me to nursing homes and we would go room to room when I was a kid since that is where she worked. They would turn the shared living space into a giant haunted house. We went once to a neighborhood and we didn't get nearly as much candy as we did there
