They CAN, I'd even say that it's usually a better way of getting the point across because these days, getting sweary and aggressive isn't noticeable, it's just standard internetting and anyone wanting real debate is going to say "meh, next"... but I don't think it's a requirement... people can use whatever language they want so long as they're not being directly abusive.
