UEFA president Michel Platini claims Chelsea owner Roman Abramovich has approached him demanding laws to stop Manchester City's mega spending.
While UEFA admit the new rules could be difficult to enforce, it is Platini's desire to see clubs that spend more than they generate banned from European competition - even clubs with owners as rich as those at City, who have spent more than £100m in the current transfer window.
"City can spend £300m if they want to but if they are not breaking even in three years then they cannot play in European competition," said Platini. "I haven't spoken to Manchester City about this and I don't remember meeting their owner but I'm sure I will.
"I have, however, met with Roman Abramovich.
"He is a football person and is passionate about the game. He loves football. But he has come to me and said that we must do something about this. It doesn't matter if one team doesn't agree, because this is what the clubs want. I have spoken to Silvio Berlusconi at AC Milan and Massimo Moratti at Inter Milan, as well as Abramovich; all agree we have to do something."
Platini said an independent panel would be set up to judge whether clubs have broken the new rules.
"Abramovich, Berlusconi, Moratti, they do not want to fork out any more," he added.

Stoke City boss Tony Pulis has made a £12 million bid for Sunderland pair Kenwyne Jones and Danny Collins.
The Daily Mail says they are close to sealing a £2m deal for Sunderland's Wales defender Collins.
And Stoke manager Pulis has left a £10m bid on the table for Trinidad and Tobago striker Kenwyne Jones - although it has been rejected. The offer, one of the most eye-catching of the summer, will stun Stoke's rivals.

Sunderland boss Steve Bruce is planning a £5 million raid on Wigan Athletic for fullback Maynor Figueroa.
The Daily Mail says Bruce has already upset former employer Dave Whelan with an £8m move for midfield linchpin Lee Cattermole and is now ready to test Wigan's resolve again with a move for the highly-rated Honduran.
Wigan are reeling on the back of defeats by Manchester United and Blackpool and will be reluctant to sell but acknowledge every player has their price.

Liverpool chief Chris Purslow doesn't expect any more signings to arrive before Tuesday's transfer deadline.
Few new additions have been brought into Rafa Benitez's squad to help build on last season's impressive campaign, but Purslow insists Reds supporters should not expect further fresh faces to be acquired by the time the transfer window closes on Tuesday.
"I wouldn't bank on it," he said.

Arsenal chief Ivan Gazidis admits they've earned a good draw for their Champions League group.
The Gunners are joined by Dutch champions AZ Alkmaar, Greek side Olympiakos and Belgian title holders Standard Liege.
Gazidis said: "A lot of people might say we are the favourites to win this group but we have not played any of these teams before and they are all champions of their respective leagues.
"Our ambition is to become the first London club to win the Champions League. We have believed in ourselves through this close season even though we have been written off and a lot of pressure has been placed on us.
"One of things we have this year is real focus game-to-game and I think if we can maintain that we can achieve great things."
Former Arsenal player Charlie Nicholas said the draw could not have been better for Arsene Wenger.
Nicholas told Sky Sports News: "It's a lovely draw for the Arsenal, there's absolutely no doubt about that.
"After coming under a little bit of pressure against Glasgow Celtic I was sitting here looking at the prime draw and this is it. There's a little bit of travelling involved to Olympiakos, but Belgium and Holland are a little hop over the water.
"It's an absolutely fantastic draw. I know they've not played AZ Alkmaar or Olympiakos before, but I don't think it gets much better than this.
"You take nothing for granted at this level, but this is one where Arsenal will be able to change their team a little bit and use their squad players.
"It's a very, very good draw for the Gunners."
Very good indeed.

Lionel Messi is set to again become Barcelona's best paid player.
Marca says both parties are putting the final touches on Messi's new contract, which could be signed in a matter of days.
Messi will see his salary jump to €10 million, making him the highest paid at the Nou Camp ahead of Zlatan Ibrahimovic, who is on €9.5 million.
Barca will also have an anti-Manchester City clause inserted into the new deal which will see his buyout mark jump from €150 million to €300 million.

Barcelona are set to land Shakhtar Donetsk defender Dmytro Chygrynskiy.
Sport says Chygrynskiy will join Barca on Saturday after agreeing a five-year contract.
The two clubs thrashed out terms yesterday over a fee worth €25 million. Aware of the effort made by the Treble champs to win his signature, Chygrynskiy has agreed to significantly reduce his personal demands.
He will move to the Nou Camp on an initial deal worth €1.2 million-a-year.
Good player; will certainly strengthen their defence a lot.

Manchester United boss Sir Alex Ferguson admits they face a battle to get out of their new Champions League group.
United were drawn in Group B - not so much the Group of Death as the Group of Jetlag - with the prospect of long-distance trips to Besiktas in Turkey and CSKA Moscow as well as strong opponents in German champions Wolfsburg.
Ferguson is not a fan of long away trips in Europe, and he told the club's official website: "These are difficult ties especially the trips to Russia and Turkey.
"CSKA have developed strongly in the last few years and games in Turkey are always difficult.
"We also know the quality that we're up against with Wolfsburg, with what they achieved in the Bundesliga last season."
LOL funny how we was saying earlier that this was a great group. Having doubts now are we? :pat:
David bentley banned from driving for a year
West Ham have signed Livorno striker Alessandro Diamanti for an undisclosed fee on a five-year contract.
Diamanti, 26, scored 18 goals in 37 league and cup matches last season as Livorno were promoted to Serie A.
Diamanti said he was looking forward to linking up with Hammers boss and fellow Italian Gianfranco Zola.
"I am very happy to be at West Ham. This is a big club and I want to give everything for the supporters," he told West Ham's official website.
"I chose West Ham because the club have the tradition of playing great football. Also, because the West Ham fans are really passionate and that is the way I am."
Zola is desperately short of strikers, with Carlton Cole the only fit centre forward in the first-team squad, and the Hammers had been strongly linked with a move for Diamanti after failing to land Bordeaux's Marouane Chamakh.

The Ukrainian club announced the move on Saturday following Shevchenko's decision to quit Stamford Bridge.

Rangers 4 - 1 Hamilton
Two goals each from Steven Whittaker and Kris Boyd gave Rangers a comfortable win over Hamilton at Ibrox.
Whittaker slammed home the opener on 19 minutes and Boyd's simple header doubled Rangers' lead before half-time.
Derek Lyle's free-kick almost pulled one back for Hamilton before Boyd turned in Rangers' third.
A curling strike by Whittaker on 67 minutes put the home side further ahead only for Mark McLaughlin to head a late consolation for Hamilton.
Hamilton, who included debutants Gary Mason and Kevin Welsh in their starting line-up, were caught out by a long ball over the top by Pedro Mendes as Steven Davis got beyond the Accies defence early on.
The Northern Ireland midfielder controlled the ball and had his first shot blocked by goalkeeper Tomas Cerny before eventually firing the rebound into the side netting.
Davis drew another save from Cerny before creating the opening goal.
Whittaker raced onto the low through ball in behind Luis Rubiales and confidently slotted past Cerny.
Minutes later, Lee McCulloch wanted too much time to control a chipped free-kick by Mendes, allowing Martin Canning to clear deep inside the penalty area.
Rangers extended their lead when Sasa Papac's cross was deflected high into the air and Boyd hovered at the back-post to nod into the far corner of the net.
Hamilton continued to come under pressure from a determined Rangers attack and McLaughlin was adjudged to have won the ball when Kenny Miller went down in the box shortly before the forward fired over from a promising position.
The hosts started the second half as they had finished the first and Madjid Bougherra blazed over at the back post after deftly controlling Miller's cross.
Hamilton won a disputed free-kick on the edge of the Rangers box following Bougherra's challenge on Rubiales and Derek Lyle forced Allan McGregor to turn the ball away with fierce near-post drive.
Accies continued to try and carve a way back into the match and James McArthur's driven cross was clawed away by McGregor, who then tipped the ball beyond the reach of substitute Leon Knight.
But Rangers put the result beyond doubt in the 65th minute when Naismith received Davis' intelligent pass and cut back for Boyd to stroke into the empty net.
Whittaker then grabbed his second when he played a one-two with Davis and sent a delicate left-foot shot past Cerny from the edge of the box.
Mendes, who was making his first appearance of the season following injury, saw a goal-bound shot tipped away by Cerny before Gregg Wylde was given his Rangers debut as a replacement for Miller.
Knight won a corner for Hamilton after a poor pass-back by Weir and Rubiales crossed for McLaughlin to tower above the Rangers defence and bullet a header in off the crossbar in the closing minutes.

But i thought.. If there was no chance on goal it wasnt a penalty? as the ball was going out of play weather he was going to touch him or not? It was about 1 foot from going out, and he was about 5 yards from it..
So there was absolutely no chance that he would have got it.

Rooney was average today.
Vermaelen and Gallas had him covered really well.
And Valencia lol!
He only lasts about 60 minutes before he is tired, clichy was outrunning him all game..
In his pocket.
What a tackle by fletcher

It's all if's and buts but had we Fab, Rozza, Nasri and Walcott playing Im pretty sure we would demolished them. Apart from Arshavin we lacked that bit of creativity in the final third; something those 4 would have given us. Its a common thing with us - we press the self destruct button in games like this. Its a ****ing joke.
No penalty
