the problem is that historically it's always been the case that emergency services don't strike, and thats why they have an independent pay review board that sets the pay levels. If that system breaks down, then its perfectly reasonable for government to set minimum service levels for striking emergency services.

Railways aren't quite so critical so i'm not convinced they should be subject to minimum service levels

Police are 'looking into' Rishi Sunak not wearing a seatbelt in his official car while recording a video for his Instagram earlier today.

The Prime Minister acknowledged the 'error of judgment' after a now-removed clip appeared to show Mr Sunak in the back of a moving car without a seatbelt on.

The law states that car users must wear a seatbelt if one is fitted in their seat, with only a few exceptions.

A fine of up to £500 can be issued if someone does not wear a seatbelt.

A Downing Street spokesman said this afternoon: 'That was a brief error of judgment. The Prime Minister removed his seatbelt to film a short clip.'

Mr Sunak 'fully accepts this was a mistake and apologises', the spokesman added.

'The Prime Minister believes everyone should wear a seatbelt,' the spokesman said.

'It was an error of judgment, he removed it for a short period of time to film a clip, which you've seen, but he accepts that was a mistake.'

In an anonymous interview with BBC Newsnight, he accuses the deputy prime minister and justice secretary of using "demeaning tactics to make himself the most powerful person in the room".
