I agree that she shouldn't have had what she hanged herself with nor should she have been in the cell, but it's basically all but confirmed she hanged herself - the camera outsider her cell doesn't show anyone entering between her requesting a phonecall and being found.
Plenty of people have been murdered by the police, and some unfortunately take their own lives.
