Soaps don't work like that though due to the way their produced.

They could work a bit better at more crossover but stories tend to be grouped in units so will naturally take their turn in the spotlight and then return the background until it hits a relevant point.

That's what SOC is missing, having a few stories in different stages of development.
I seem to remember Kirkwood (of all people) saying that for a serial drama you should always be planting the seeds for one story, whilst starting another, and another one is hitting its conclusion or something like that.
